Entities collecting health data should ensure accuracy, security, and reliability through encryption, limited access controls, and transaction audit trails.
Control
Ensure individuals control the use of their personal health information.
Focus on allowing patients to segment sensitive data and implement privacy safeguards proactively, including electronic informed consent mechanisms.
Transparency
Protect consumers from abusive practices.
Opposes treating health information as a commodity and prohibits direct remuneration for data sharing with limited research and public health exceptions.
